COVID 19 vaccine passport: what is it, soon in the world?

This is a document attesting that a person has received a complete vaccination against Covid-19. Considered too restrictive and discriminatory, the government preferred to opt for the health pass. This is a document, in the form of a QR code or in paper version, attesting that a person has received a complete vaccination against Covid-19. This sesame would allow him to travel abroad without testing and access certain public places or events. Subject to controversy, considered too restrictive, discriminatory and unequal, the vaccination passport was finally replaced by the European health pass, detailed by Emmanuel Macron during his presentation of the deconfinement calendar in France. The solution adopted for the moment by Brussels is, therefore, broader and less infringing on freedoms. However, faced with the epidemic recovery in France and the progression of the delta variant, the fear of insufficient vaccination coverage persists. This is why the Scientific Council, in an opinion of 6 July, updated on the 8th, recommends 'the establishment of a vaccination passport, for individual purposes to be able to access certain 'spaces of freedom' (restaurants, cultural activities, sports ...). This would limit the health restrictions that will have to be considered to limit the 4th wave. Unvaccinated people could access these spaces by presenting an antigen test or a PCR test performed 1 or 2 times a week. The 'Tous Anti Covid' application could be the technical support for this measure. The Scientific Council is fully aware of the ethical, democratic, organizational and social acceptability issues that such a decision, which remains eminently political, would represent. Nevertheless, in a vision of anticipation and taking into account the legislative deadlines probably necessary, the Scientific Council proposes that this possibility be investigated now, taking into account the opinion of representatives of civil society by the political authorities," reads their opinion. What exactly is a vaccination passport?

The vaccination passport (or vaccination certificate) is an official document that certifies that the person has received all injections of the Covid-19 vaccine (one or two doses depending on the vaccine chosen). This is a 'pass' that could allow its holder to go to another country (if the host country recognizes its validity), but also to certain public places (restaurants, museums, sporting events, cultural venues, etc.). On the other hand, the vaccination passport does not mention negative tests or certificates of recovery from Covid. So it's not the same as a health pass. 

Does it already exist? There is an international vaccination record, sometimes required to enter certain countries, issued in International Vaccination Centres to people who come to be vaccinated against yellow fever.

What are the differences with the health pass?

The vaccination passport should not be confused with the European health pass (also called European health certificate) set up in France on 9 June and introduced at the European level on 1 July.

A vaccination passport in France?


The implementation of a vaccination passport has certainly been mentioned in Europe, and logically in France. But this measure is far from unanimous. The idea was eventually rejected due to a large inequality in the rollout of vaccination in Europe. For the executive, this vaccination passport contravened freedoms since it amounted to making vaccination compulsory. For some critics, it discriminated against vaccinated and unvaccinated people, which was not accepted by case law. For Dominique Le Guludec, President of the High Health Authority (HAS). The vaccine passport "does not make sense" to the extent that "we do not know if this vaccine blocks the transmission of the virus", she insisted on January 12, 2021, on FranceInfo. Unlike the vaccination passport, the health pass is not only related to vaccination.

The European Commission has therefore decided and preferred to develop a common certification to facilitate the movement of travellers within the European Union: the famous European health pass. This health pass, by not being only related to vaccination and by mentioning the tests or the immunity acquired, "removes one of the essential legal difficulties, that of discrimination related to the vaccine, which was very problematic", said the doctoral student in private law and criminal sciences of the University of Bordeaux, Yoann Nabat, in the online magazine The Conversation. In which countries?

Globally, the WHO Emergency Committee on Covid had indicated in April 2021 that it was not in favour of a mandatory vaccination passport for international travellers. It recommended 'not requiring proof of vaccination as a condition of entry given the limited evidence regarding vaccine performance in reducing transmission and given the persistent inequality in global vaccine distribution. States Parties are strongly encouraged to recognize that the requirement for proof of vaccination can exacerbate inequalities and promote differentiated freedom of movement," it said. However, some countries have nevertheless decided to set up a vaccination passport within their territory. 


In Israel: 

A vaccination passport was put in place in February 2021. It could be obtained from the website of the Israeli Ministry of Health and gave access to gyms, swimming pools, sporting and cultural events, amusement parks, hotels... With an extremely low incidence rate, the State of Israel decided on 1 June to suspend its vaccination passport. "To my delight, the situation allows us to cancel the use of the green passport and the restrictions on the limit of people inside," said the Minister of Health.


In Morocco


The country reopened its borders on 15 June. Under two conditions: either hold a vaccination passport or present a negative PCR test of fewer than 48 hours. The vaccination passport can be downloaded from the liqahcorona.ma website and allows its holder to travel throughout the country without restrictions and to circulate outside curfew hours. The Moroccan authorities consider the vaccination passport valid after 4 weeks after the 2nd dose of the vaccine.

 

In Iceland:

An online service dedicated to the application for vaccination certificates was launched on 21 January 2021, the health authorities announced. To obtain it, you must justify having received both doses of a Covid vaccine. This vaccination passport allows in particular to be exempted from border restrictions measures, according to the Icelandic Ministry of Health.
